Finding season-specific Parliament Photos

Why are photos of Parliament mostly summer shots? What about the other seasons?
The Canadian Parliament stock photo collection by Michel Loiselle includes images of all seasons to help Designers better communicate season-specific projects. This winter image, Path to Politics is also an evening shot making it that much more enjoyable.
